Election 2024:

Where Candidates for Congress Stand

South Carolina

2nd DISTRICT

David Robinson II

Democratic

U.S. House, South Carolina 2

1.         WHAT ARE THE BEST WAYS THAT CONGRESS CAN HELP TO REDUCE THE ENERGY AND WATER CONSUMPTION OF BUILDINGS TO HELP MAKE THEM MORE SUSTAINABLE?

Congress can expand on legislation/policies like the Energy Policy Act, which incentivizes states to adopt building codes that emphasize energy efficiency and appliance efficiency standards. They can also support renewable energy integration and designs.

2. WHICH SUSTAINABLE BUILDING POLICIES DO YOU SUPPORT AND WOULD WORK TO ENACT IF ELECTED?

a. Set benchmarking requirements for commercial buildings and encourage cities and states to adopt performance-based standards for buildings

b. Provide rebates to homeowners who invest in energy efficiency improvements

c. Provide incentives to states and localities to adopt the most up-to-date energy building codes

d. Renew and expand tax incentives for energy efficient buildings

e. Require federal buildings to meet aggressive energy efficiency and carbon reduction targets

f. Provide support to states and localities to make buildings more resilient from natural hazards and disasters

h. Conduct research into the most promising technologies, products and materials that improve occupant health and reduce transmission of contagious disease while saving energy

i. Support programs or incentives to accelerate the electrification of buildings.

Other: Education and workforce development training in energy-efficient retrofitting.

3.         IF ELECTED, WHAT STEPS WILL YOU TAKE TO ENSURE THAT ALL AMERICANS, REGARDLESS OF SOCIOECONOMIC STATUS, ARE ABLE TO BENEFIT FROM HEALTHY AND SUSTAINABLE BUILDINGS?

I would seek to pass legislation requiring all buildings and houses to meet minimum energy efficiency and health standards, including quality renewable energy and air quality. Tax incentives for low-income American households (rent or own) include subsidies to improve their homes with energy-efficient appliances, solar panel installation, etc.

4.         IF ELECTED, WHAT STEPS WILL YOU TAKE TO TRAIN AND PREPARE PEOPLE FOR CLEAN ENERGY JOBS THAT ADVANCE SUSTAINABLE BUILDINGS AND BUILDING COMPONENTS?

To increase job opportunities, we need to Invest in and promote green job training that is also available to marginalized communities.

5.         ARE YOU WILLING TO WORK WITH THE BUILDING SECTOR TO MAKE SURE THAT TRANSFORMING BUILDINGS IS PART OF THE POLICY DEBATE IN CONGRESS, INCLUDING JOINING CAUCUSES THAT ADVOCATE FOR SUSTAINABLE BUILDING POLICIES? IF YES, HOW WILL YOU DO THAT?

I'm willing to reach across the aisle to get the job done for my constituents.

6.         DO YOU HAVE ANY PREVIOUS EXPERIENCES RELATED TO SUSTAINABLE BUILDINGS (E.G., SUPPORTING LEGISLATION IN ELECTED OFFICE, MADE ENERGY EFFICIENCY IMPROVEMENTS TO A HOME, OFFICE, COMMUNITY-WIDE, ETC.)?

Gregg Marcel Dixon

United Citizens

U.S. House, South Carolina 6

1.         WHAT ARE THE BEST WAYS THAT CONGRESS CAN HELP TO REDUCE THE ENERGY AND WATER CONSUMPTION OF BUILDINGS TO HELP MAKE THEM MORE SUSTAINABLE?

The US Congress should propose major tax breaks and tax credits for all staff members of construction firms ( not just the CEOs) to construct buildings that are more energy efficient, or to update older buildings to become more energy efficient. This should apply to homes as well.

Also, alternative forms of energy should be explored for their viability, such as solar energy and tidal energy, and they should be made more accessible since they are currently expensive to access.

2. WHICH SUSTAINABLE BUILDING POLICIES DO YOU SUPPORT AND WOULD WORK TO ENACT IF ELECTED?

3.         IF ELECTED, WHAT STEPS WILL YOU TAKE TO ENSURE THAT ALL AMERICANS, REGARDLESS OF SOCIOECONOMIC STATUS, ARE ABLE TO BENEFIT FROM HEALTHY AND SUSTAINABLE BUILDINGS?

There will be funds for grants to be available to non-profits, to states, and to municipalities that would prioritize those who are the lowest earners in respect to their household income and generational wealth. Their will be major tax credits made available to construction firms who prioritize groups from the lowest household income and wealth, and then progressively work their way to the highest income, and wealth holders.

4.         IF ELECTED, WHAT STEPS WILL YOU TAKE TO TRAIN AND PREPARE PEOPLE FOR CLEAN ENERGY JOBS THAT ADVANCE SUSTAINABLE BUILDINGS AND BUILDING COMPONENTS?

My role will be to bring in the experts in their respective sectors from engineers to physicists to construction workers to project managers, and more to develop a proficient educational, and training program. I will facilitate the development of such a program.

Yes, and please see my response to number four.

6.         DO YOU HAVE ANY PREVIOUS EXPERIENCES RELATED TO SUSTAINABLE BUILDINGS (E.G., SUPPORTING LEGISLATION IN ELECTED OFFICE, MADE ENERGY EFFICIENCY IMPROVEMENTS TO A HOME, OFFICE, COMMUNITY-WIDE, ETC.)?

I do not.
