1. WHAT ARE THE BEST WAYS THAT CONGRESS CAN HELP TO REDUCE THE ENERGY AND WATER CONSUMPTION OF BUILDINGS TO HELP MAKE THEM MORE SUSTAINABLE?

Congress can take bold steps to reduce energy and water consumption in buildings by investing in green infrastructure and passing legislation that encourages sustainable practices. First, we should expand tax credits and incentives for building owners to adopt energy-efficient technologies, like solar panels and smart water systems. Updating building codes nationwide to require energy-efficient designs and retrofitting older buildings with eco-friendly materials will also make a big impact. Additionally, Congress can increase funding for research and development of sustainable construction practices and renewable energy sources. We must prioritize affordable access to energy-efficient solutions, especially for low-income communities, to ensure a just transition to sustainability. By focusing on innovation, accessibility, and accountability, we can reduce the environmental footprint of our buildings while creating good-paying jobs and promoting a healthier future for everyone.
2. WHICH SUSTAINABLE BUILDING POLICIES DO YOU SUPPORT AND WOULD WORK TO ENACT IF ELECTED?
a. Set benchmarking requirements for commercial buildings and encourage cities and states to adopt performance-based standards for buildings
b. Provide rebates to homeowners who invest in energy efficiency improvements
c. Provide incentives to states and localities to adopt the most up-to-date energy building codes
d. Renew and expand tax incentives for energy efficient buildings

1. WHAT ARE THE BEST WAYS THAT CONGRESS CAN HELP TO REDUCE THE ENERGY AND WATER CONSUMPTION OF BUILDINGS TO HELP MAKE THEM MORE SUSTAINABLE?

If I were to consider the most likely/practicable means to achieve such ends, I would suggest that the government could offer a package of tax breaks and / or grants, tax breaks being the easiest means to this effect.
2. WHICH SUSTAINABLE BUILDING POLICIES DO YOU SUPPORT AND WOULD WORK TO ENACT IF ELECTED?
a. Set benchmarking requirements for commercial buildings and encourage cities and states to adopt performance-based standards for buildings
b. Provide rebates to homeowners who invest in energy efficiency improvements

f. Provide support to states and localities to make buildings more resilient from natural hazards and disasters
h. Conduct research into the most promising technologies, products and materials that improve occupant health and reduce transmission of contagious disease while saving energy
i. Support programs or incentives to accelerate the electrification of buildings.
3. IF ELECTED, WHAT STEPS WILL YOU TAKE TO ENSURE THAT ALL AMERICANS, REGARDLESS OF SOCIOECONOMIC STATUS, ARE ABLE TO BENEFIT FROM HEALTHY AND SUSTAINABLE BUILDINGS?
Being from one of the most vulnerable areas to hurricanes, my platform includes federal tax break / grant support for people to adapt fortified roofs to their homes. I would support the addition of energy efficiency to this plan, understanding that the engineering required to achieve these ends can be vastly different from U.S. region to U.S. region.
4. IF ELECTED, WHAT STEPS WILL YOU TAKE TO TRAIN AND PREPARE PEOPLE FOR CLEAN ENERGY JOBS THAT ADVANCE SUSTAINABLE BUILDINGS AND BUILDING COMPONENTS?
My platform includes federal support for tuition assistance for 2-year schools for training and re-training opportunities. I think this plan would nest well with growing need for these types of jobs.
5. ARE YOU WILLING TO WORK WITH THE BUILDING SECTOR TO MAKE SURE THAT TRANSFORMING BUILDINGS IS PART OF THE POLICY DEBATE IN CONGRESS, INCLUDING JOINING CAUCUSES THAT ADVOCATE FOR SUSTAINABLE BUILDING POLICIES? IF YES, HOW WILL YOU DO THAT?
Yes, both flood and property insurance increases are negatively effecting our regional community. The long-term solution for these challenges are revised building construction. I would work closely with the building sector in arena.
6. DO YOU HAVE ANY PREVIOUS EXPERIENCES RELATED TO SUSTAINABLE BUILDINGS (E.G., SUPPORTING LEGISLATION IN ELECTED OFFICE, MADE ENERGY EFFICIENCY IMPROVEMENTS TO A HOME, OFFICE, COMMUNITY-WIDE, ETC.)?
Personally, I built my new home to be sustainable. It has solar panels. It's roof construction is designed to be resistant to hurricane damage to include being metal. The ground floor was designed to realize minimum flood damage (I live in New Orleans) and allow me maintain flood insurance from the second floor on up. My attic is energy efficient. As an insurance agent I teach continuing education courses to real estate agents about construction means to decrease property and flood insurance rates. We also teach a course on wind mitigation means and fortified homes to decrease damage opportunities from high winds.

1. WHAT ARE THE BEST WAYS THAT CONGRESS CAN HELP TO REDUCE THE ENERGY AND WATER CONSUMPTION OF BUILDINGS TO HELP MAKE THEM MORE SUSTAINABLE?

I believe that Congress needs to direct funds towards revitalizing our buildings to make them more sustainable. With climate change ramping up, especially in my district in Souther Louisiana, we must invest in infrastructure projects that make our buildings less resource intensive. These investments should be coupled with requirements that these funds go towards creating union jobs.
2. WHICH SUSTAINABLE BUILDING POLICIES DO YOU SUPPORT AND WOULD WORK TO ENACT IF ELECTED?
a. Set benchmarking requirements for commercial buildings and encourage cities and states to adopt performance-based standards for buildings
b. Provide rebates to homeowners who invest in energy efficiency improvements
c. Provide incentives to states and localities to adopt the most up-to-date energy building codes
d. Renew and expand tax incentives for energy efficient buildings
e. Require federal buildings to meet aggressive energy efficiency and carbon reduction targets

A central piece of my platform is addressing the home insurance crisis we face. One plank of my 'Insuring Our Future' plan focuses on risk reduction and home hardening. If elected, I will champion legislation that invests in community-based risk reduction projects, like modernizing New Orleans' drainage system, as well as home hardening projects for low and middle income families.
4. IF ELECTED, WHAT STEPS WILL YOU TAKE TO TRAIN AND PREPARE PEOPLE FOR CLEAN ENERGY JOBS THAT ADVANCE SUSTAINABLE BUILDINGS AND BUILDING COMPONENTS?
We must rapidly train up our workforce to be able to build and maintain a new green economy. Especially in my district where we have many dirty and dangerous petrochemical plants, we must ensure those workers are supported to transition to working on solar and wind farms.
However, the cost of these training programs and community colleges prohibits too many young people from learning these skills and leading the transition to a green economy. That's why, if elected, I will work to make public colleges free and expand and subsidize community colleges and vocation schools.
Yes. I would love to co-sponsor legislation that transforms our buildings such as the Green New Deal for Public Schools Act and the Green New Deal for Public Housing Act. I would regularly meet with groups who represent builders and those advocating for sustainability within my own constituency such as the Greater New Orleans Housing Alliance and other environmental justice groups.

1. WHAT ARE THE BEST WAYS THAT CONGRESS CAN HELP TO REDUCE THE ENERGY AND WATER CONSUMPTION OF BUILDINGS TO HELP MAKE THEM MORE SUSTAINABLE?

I do not believe Congress could or should do anything. The market and consumers have the power of the ,market to determine what is best for their homes and lifestyles. Government interference has proven to lead for poor quality and craftsmanship of the goods that needed in these fields.
Energy, the market has proven that people will buy five star energy products, LED lighting sources and screens, motion detection switches to limit wasted energy. Promoting these items and opening the availability of these items is the only service the government can provide. Regulating the free market is not a means that works for all. The ban on specific lighting sources seems convenient due to the market moving to LED lighting due to the cost of purchase of LED lighting was becoming affordable.
Water, educating the masses about water use and the irresponsible use is important. In Louisiana we forget that water an expensive utility sometimes. However, as many communities water sources have become dangerous, in part due to age of the infrastructure, we do receive a reminder on how important the utility is for our daily life activities. Having toilets that use minimum water and on demand water heaters are great. I just do not see a need for government to regulate when the free market will prove time and time again that the consumer cares and will purchase their needs and affordability.
That stated, I would say that when government, which ever level that constructs the project, designs and builds fountains, splash pads, pools and other such water based projects, it is wise to use recyclable water. In my parish, there is a splash pad that comes from a direct water utility line. It is expensive and wasteful. These are projects that if a private club or residence were to build would consider recyclable water designs.
Protection of waters and public utility is more important to me and the need for limits on utility design, removal and replacement of overhead power transportation lines and the types of charges and fees on the consumer would be the legislation I would like to see come to serve the people.
2. WHICH SUSTAINABLE BUILDING POLICIES DO YOU SUPPORT AND WOULD WORK TO ENACT IF ELECTED?

e. Require federal buildings to meet aggressive energy efficiency and carbon reduction targets
g. Invest in the retrofitting of schools, community centers, libraries and other civic buildings to improve occupant safety and reduce energy consumption, especially in underserved communities,
3. IF ELECTED, WHAT STEPS WILL YOU TAKE TO ENSURE THAT ALL AMERICANS, REGARDLESS OF SOCIOECONOMIC STATUS, ARE ABLE TO BENEFIT FROM HEALTHY AND SUSTAINABLE BUILDINGS?
Building codes are in effect to ensure that development and building is to par.
4. IF ELECTED, WHAT STEPS WILL YOU TAKE TO TRAIN AND PREPARE PEOPLE FOR CLEAN ENERGY JOBS THAT ADVANCE SUSTAINABLE BUILDINGS AND BUILDING COMPONENTS?
Clean energy is not a thing. Batteries are harmful, wind requires a lot of oil and solar farms destroy lands and agriculture. Most of these items are not recyclable at the end of their life span either. Child labor brings batteries and solar panels while leaving pollution in their creation. Wind turbines use diesel engines to keep the pace and lubrications to function on the everyday, not to include the killing of birds. There is not a "clean energy" source.
As a electrical contractor, I can bring the idea of how to improve electrical. As a qualified contractor I can help with ideas of effective designs and construction. Sustainable is a great question. Today we build for beautification more then function. If that is the quest, sustainability, then we need to go back to block building.
6. DO YOU HAVE ANY PREVIOUS EXPERIENCES RELATED TO SUSTAINABLE BUILDINGS (E.G., SUPPORTING LEGISLATION IN ELECTED
OFFICE, MADE ENERGY EFFICIENCY IMPROVEMENTS TO A HOME, OFFICE, COMMUNITY-WIDE, ETC.)?
Again, this comes to consumer and free market. As a homeowner, I have purchased the items for my home that helps my utility bills. My home could use more insulation.
As a contractor I have suggested on premise solar to support the amenities of the individual, the use of energy efficient appliances, lighting sources and entertainment screens.
No legislation forcing consumers to spend their money on what I think is best or have invested in the side of the industry.
